Fresh Content vs. Older Content

If I have a page about a particular EHS issue that is updated regularly, will it hurt my results to have historical data and historical links on that page also?

I mean freshness is no more one of google most important factors for serp ranking.
The actual serp (recent Panda 3.0 algh.) is much more influenced by user behaviour and content properly set than freshness. (of course still valid, link and Inpage Seo)

The post date or freshness on an article, in other side, can get an influence on user choice in the serp.
I mean, if user see similar article wiht 2 different date, will mostly choose the one more recent.
